PS4 slim shuts itself off, will not turn back on

Issue: PS4 slim shuts itself off, and will not power on unless power cable removed/reinstalled.

Steps taken: Tried alternate power cable, alternate hdmi cable, alternate psu. Disassembled ps4 to point of removing psu, thoroughly cleaned w/ canned air.

Issue still remains. Looking for a way to possibly troubleshoot this, it seems like it will power on long enough for me to reinstall ps4 software, but then shortly afterwards, it will power itself off again.

Update. I had decided to disassemble and redo the thermal paste on the system. Obviously this thing had been torn down previously and when I removed the clamp, a washer fell out from between the clamp and the plate underneath??? Is this a known “fix”? for PS4 issues?
