5 volts not present on switch, can anyone point me in the right direction?

Tried M9 replacement, still no dice. I cannot find a short. I have 0V where I should have 5V and 0V where I should have 1.8V.

Anyone dealt with this or have an idea what to check?

Can you specify what chip you mean? Not sure where the shield connector is. Do you mean the MAX chip next to the Memory / NAND chip?
