Can you fix a gpu?

I have purchased a faulty gpu (rtx 2070 windforce). Its flashing both leds and no display. I have tried replacing the psu, reseated the ram, tried a different motherboard but having no luck can you help me? I don’t want to send it back as it was a bargain but needs repair.

If you have tested conponents and found no faults, then no. If the gpu is dead then the whole chip will need to be replaced, which is impossible to do without a bga rework machine. If it is fall damaged, then there is a small chance the solder cracked and would need to be reballed. But under no other circumstances should you reball it, and NEVER reflow it.
