5V on PIN4 from “15JL” is sourced from 5v_standby through a 100k ohm resistor next to HDMI encoder chip circled in red

I have a second EDM 040 for testing and the same value is found on this one too.
Resistor left side 4,65V , PIN4 15JL 4,65V

how much resistance measure across the resistor? I measured 5.13v from 5v_standby on the right, and 5.0v on the left

99.1Kohms across the resistor
(the second board has the entire HDMI part destroyed, both the pads and capacitors/diodes are missing, so the measurement is distorted, I will not take it into consideration)
