Error CE-35900-7 when attempting to update to 7.51

Error comes up in Safe mode both from download and from internet and loading from USB. Tried changing out Hard Drive and still receive same error. Have tried full system initialization and reinstall and again get same error.

System boots fine and can accepts and reads discs.

Console Currently running 6.20 Console Model CUH-1115a

Looking for any ideas of how to find the cause of this problem is their anything I can check and /or a test i can run? Looking for anything which might provide insight into what is causing this error.
