I had to get a new PS4 because my other one quit working but there is nothing in my cloud my DLCs are gone my progress of the game is gone how do I get it back?
Have you logged into your PSN on your new PS4? If not that could be the issue.
It isn’t as simple as just logging in to your Playst3 account ! You will need to log in and remove your old PS4 from your account and add the new one as your primary . all your games should be available in your library after that !
