In this spot the 1.8V are there if power on. The 3.3V on the lower leg/pin is the enable, if switched on the 1.8V will be generated.

But on a other Board i have Shorts under WiFi IC
But Not in the 1.8v rail coming from f7002.
I think Its the 3.3v rail but i dont know where IT comes from

Im Not at Home rn but this area with the Little cap IS shorted and the other 3.3v also. The 1.8v are fine.
So the ps5 is working again
Desolderd the First one and the short is gone
New one is a 10uf 6.3v 0402

What resistance to ground or diode reading on 3.3v standby?
You should have 1.8v from F7002 area and the other side near southbridge having 3.3v standby. check those area and report back

I’m good upto the Richtek where I have no voltage on either 5V or 2.5V, could you support 
I have removed the chip and now, 5V is present. I’m assuming just swap the chip and see how it goes
