Missing voltages near HDMI encoder

Hello, I have an EDM-020, first i had problem with video there were no video output. It was powering on normally but with no video. After replacing the HDMI port, I still had no video. Then I replaced the HDMI encoder IC, and after that, I started having this new problem: one beep and nothing else. I tried using UART, and it gives me 80810001. The dialogue IC looks fine, and I have 3.3V, 1.9V, and 1.5V—all of them are present. The boot sequence is starting with 30 mA and then stays at 7 mA

After looking around I found that I was missing those voltages near the Panasonic chip…I don’t know if the Panasonic chip creates those lines or they come from somewhere else..

so you dont see around 300mA peak? I guess the encoder ic either not putting on correctly or bad at the beginning.

Try putting back old encoder to see if voltage present or console boots up normal without display again
