Nintendo Switch (LCD) Not Detecting Joycon Even After Rail Replacement

I acquired a Nintendo Switch (LCD - HAC-CPU-20 MB) from a family member so I don’t know much of the history on it. She said she has already had it at a repair shop to fix the USB charging port due to it not charging so that has been fixed. It looks like it was a botched job as the MB appears slightly burnt where he replaced the solder on the connections.

My issued:

The console is stuck at the white screen with the animation showing you how to connect the joy-cons. The right joy-con connects just fine and makes the audible “click” sound but the left joy-con isn’t recognized. I have tested the joy-con on a different switch and it works just fine so I know it’s not the joy-con. I ordered and replaced the left rail but that didn’t fix the issue. I’m not finding much else online that talks about my issue and the other videos/posts say replacing the rail worked for them. I’m kind of puzzled at this point and thinking something on the motherboard may be the issue. Thoughts? The JoyCon flex connector has been changed. I would check if the connector pins are making good contact with the board. And than check the pins for correct values.

Here are voltage readings for the connector pads/pins

First two columns JoyCon not connected, second two columns JoyCon connected.
