No 5v on pin 18 of HDMI

I am having trouble trying to figure out why I don’t get 5v on pin 18 of the HDMI port. Without that, the monitor doesn’t recognize the console is connected. The only place I can find continuity for pin 18 is on the inside side of that little cap next to that NFD esd chip. I don’t know how else to test what might be wrong when I can’t put the board under power while it’s outside the rf/heat shielding.

The story of this board is that it came in with a bad HDMI port. Traces were ripped, so I had to repair those. I tested with my tail insertion tester, and noticed OL on pin 18, but I decided to test it anyway. I plugged it in to a monitor, and no picture. No response from the monitor either. I then tested pin 18 for voltage, and it reads about 0.8v. I disassembled down to the board again, and I thought I noticed a chip on the NFD esd chip, and that’s where pin 18 connects. I pulled a replacement from a series S I had, and replaced it. No change. I then decided to buy a new one, and no change from it either. That’s when I replaced the power switching chip. The 2161 chip next to the esd IC. I still got 0.8v. at this point, I’m assuming that I’ve got a dead short somewhere, but I can’t find anything. All the caps seem fine. I get no shorts anywhere I think of checking. Normally, this is where I would try freeze spray, and inject 5v on the output of that switching chip. That can be destructive though, so I decided I would ask if there’s somewhere else I should be looking.

pin18 5v comes from HDMIDP1 “NFD“ booster chip, most common case is when last guy/tech attempt to replace the hdmi port, too much heat applied from the bottom onto the NFD chip and it stopped working. you could try to remove the chip and do a bypass test. If bypass brings back HDMI output you could either put a new working NFD chip back or just leave it bypass
