Would think if the protection diode/s were bad it wouldn’t work at 5V
based on your above statement i would check diode readings on the fets surrounding the M9 IC if they and the protection diodes test fine the it would seem to point to the M9 IC itself.
Though i would still verify USBC pins have continuity to their respective destination/s first
