Pin 28 capacitor short m92t36 chip

Pin 28 on the m92t chip has capacitor, it reads shorted to ground on both sides. This short still exists after removing m92t chip. Also the capacitor tests good after removal and both pads for the capacitor are also reading short to ground. Any help/advice/pointers would be appreciated. Thanks

This line can be found at the bq ic. (red marking)
I would test if there are more shorts around the bq and remove the big cap.
