PS 5 doesn't turn on (blue light, seconds and turn off)

Hi there.

PS 5, EDM-040. It turns blue when turned on and turns off.

I’ve checked all the capacitors, and there’s no short circuit.

When the power is connected, the consumption increases to 0.230 milliamps.

Unfortunately, due to the lack of a diagram, I don’t know what measurements to take. When the power is turned on, the 12-volt line drops to 11.5 volts.

Also i made some measurements of resistances and voltages before pressing the power button.

P.S. For some reason, I can’t upload a photo. I think it’s because I’m new.

update: I removed the winbond 25q16vjnim flash memory, but it won’t read on the xgecu pro t48 programmer. It’s in the support section, so I’m assuming it’s broken. I need dump at the moment.
