PS4 works with no motherboard cover?

I bought a PS4 pro on eBay, worked fine but sounded like a jet engine. Took it apart l, new paste on cleaned the dust out and put it back together.

Then I had the issue where it starts and shuts down instantly. I added two washes to the clamp. Tested and it turns on. Put it all back together and starts and shuts down.

It seems it only works if the metal casing for the motherboard is not in place.

Will the PS4 still be fine to use without it? Model 7116B

It sounds like the casing maybe be pushing on a component or it may be grounding out somewhere (maybe a wrong screw in the wrong location). Ifixit has a great tutorial on a complete tear down. I used it last night to find all the correct screw locations.
