Hope somebody is able to identify some components for me.
It is the two capacitors on both sides of the fan connector. See picture.

100nF, missing caps wont stop fan spinning though
Thank you for your quick response. Voltage? There must be some more problems with this board - interesting 
If you have checked diode reading on Vcc and PWN PIN after the connector repair and fan still not spinning, you might have issue on southbridge(pwm signal straight from southbridge)
