I have a ps5 that when it updates to will only boot to safe mode. Then it will not let you update from USB for the most part and the rare time it reads the usb it will install the update and then give an can’t read disk drive error and start the cycle all over again. I took it to a shop that replaced the disk drive but it’s still doing the same thing. They said that it’s the motherboard and they don’t recommend fixing it.
