As you have 4V at the nearby cap which is likely on this rail it indicates one of two possible issues, first is a probing issue, ensure you have one probe on ground (screw hole pad is a good choice) and the other probe on either side of the 2R2 coil (doesn’t matter which side) and make sure your probe is making contact with the pad as there is often crusty flux residue here, second possibility is the inductor is potentially open so I’d check for continuity
