SAC-001 board - caps sitting on ground plane?

I was looking for the cause of a no disc feed issue kn this board when I noticed that capacitor was shorted on both sides to ground. I removed it and it remained.

Then j checked another board which had the exact same thing. Then I saw on other parts of the board that there are other caps that also seem to be sitting within the same trace/plane which appears to be ground.

Maybe I don’t understand the topic well enough, but why would both sides be grounded? I can’t attach images or links, but it is just above R330 if you can get an image of the area online. It’s above BD7764MUV

There are two fuses in the board that can cause a no feed disc issue, they are labels F6201 and F6202
