Series X Fan spinning slow or not at all

So I took in a SX that was overheating, repasted, still overheated. Realized fan was barely spinning. Long story short I was going to try a new fan, but came across some possible issues on the south bridge that can cause a fan to not spin. Another post from 2025 mentions the only resistor on the SB that is in the fan circuit is specced at 33ohm. The one on my board here is reading 200ohm.

I checked everything else and there’s seemingly no shorts - are we for sure this capacitor is supposed to be 33ohm? If so I can replace it but don’t want to do a bunch of extra work just to end up telling the customer to get a fan controller or external fan to solve the problem anyway (I did bring up those options but we were gonna try a replacement internal fan first)

Any input is greatly appreciated. Thought this was gonna be my easy job this week, now I think the MOSFET replacement on another SX is gonna be even easier lol
