Should this cap be shorted near Tegra?

I saw on another forum that someone said this capacitor is originally shorted. Mine is shorted on this same cap and am wondering if my Tegra chip is bad.

I believe my DRAM chip is bad since the switch freezes after a few seconds of playing a game. I also get blue screen from time to time and if I press on the top DRAM chip it will boot up just fine. So I will attempt to reflow that chip, but am wondering if my Tegra is bad also because of that shorted capacitor.

I just tested the capactior on my switch and verify it is shorted on the tegra chip. So no need to worry about APU.
