Voltage fluctuates around M92T36

I’ve replaced a visually damaged charging port on a Nintendo Switch Lite. It’s not charging, drawing 0amps.

With the battery disconnected, voltage on caps around M92T36 are fluctuating between 1.2 and 1.8v, constantly up and down. There are no shorts anywhere on the board. I’m only getting 5v at the charging port. I’ve tried on a 5v charger, and voltage on the caps are normal.

I’ve replaced M92T36 (with 3 different ICs), all give the same output.

Do I just have faulty/poor quality replacement chips or should I be looking for something else? I can’t find anything else wrong on the board.
