Xbox 360 Help (red light issue)

I am hoping maybe for some help or advice on next steps/cost.

To prep: I don’t know how to sauder/sauter myself, however I can take things apart, clean, put back together, basic diagnose, and other quite basic guided things. I’ve never replaced thermal paste personally before (but it doesn’t seem terribly hard).

The item in question: Xbox 360 S Console Black, mfr date of 3/27/2012 (if that helps, but I did not buy at release, I always wait).

The issue: IIRC back when it first quit working, we had a power surge. It was plugged into a surge protector but as I didn’t use it much (had newer consoles so I wanna say this was 4-5 years ago, probably about 2019/2020), I may not have noticed when it first “broke”. All I remember is going to turn it on one day to recover my borderlands 2 account and items and finding that it would not turn on. After attempting to sort of self-diagnose was the power cable was this is that and not getting any response I just stored it away in my closet, resolving to eventually attempt repairs or send it in.

Cue to today, when I finally decided to take the three “won’t power on” consoles out of my closet and attempt them. (So far one other console is working!!). This one doesn’t work. Power brick is on standby and working great.

I hit the power button. It beeps. Turns green. The fan turns on FULL POWER (weird), the green light immediately turns to red and flashes exactly 10 times, while the fan is at full power during all the red flashing, and then the console turns itself completely off.

I attempted this twice before stopping.

Any idea what’s up?

Found a walkthrough of finding error code.

If I’ve done it right, it has error code 0013.

Can I fix this?
